How Delhi’s Drone Policy Will Shape the Future of Infrastructure and Security!

The Delhi government is in the process of developing a drone policy designed to attract investment, create job opportunities, and promote the use of drones across various governance sectors, such as urban planning, infrastructure monitoring, and pollution control. The policy is also expected to assist the police in security-related tasks.

An apex panel, which includes the IT secretary, home secretary, and a special commissioner of Delhi Police, has already conducted discussions regarding different facets of the policy, with a focus on enhancing its competitiveness. The panel has also examined lessons learned from similar policies implemented in other states, as well as the possibility of aligning Delhi’s framework with the Centre’s Drone Rules of 2021 to maintain regulatory consistency.

A working committee will be established to work on the finer details of the policy in collaboration with relevant government departments and stakeholders. Consultations with stakeholders, including start-ups, academic institutions, and industry representatives, are expected to start next month before the drafting process begins.

The government is also reviewing drone policies from Gujarat, Tamil Nadu, Andhra Pradesh, Uttarakhand, and Himachal Pradesh to incorporate their best practices into Delhi’s policy. Recently, a team of officers visited Telangana to further explore these policies.

These states have implemented forward-thinking frameworks that include capital subsidies for drone manufacturing units, production-linked incentives, research and development grants, reimbursement of certification costs, and the establishment of dedicated drone parks or testing corridors. The key strength of these states lies in developing an end-to-end ecosystem that encompasses everything from manufacturing and supply chains to pilot training schools, alongside guaranteed government demand for applications in mapping, agriculture, and infrastructure projects. Some of these states have also integrated drones into broader start-up and skilling policies, ensuring strong industry support driven by talent development and access to the market.

Incentives for establishing research, testing, and prototyping facilities are being explored. The development of plug-and-play incubation hubs may also be encouraged to lower the entry barriers for young entrepreneurs. Such initiatives are expected to attract investment into areas such as drone analytics, mapping solutions, and hardware manufacturing.

Job creation is a central objective of the proposed policy, with anticipated opportunities in areas such as drone piloting, maintenance and repair, data analytics, GIS mapping, and assembly-line manufacturing. The Indian Institute of Technology Delhi is expected to collaborate with the government to help develop the policy framework.

The policy aims to broaden the usage of drones across various government departments. Drones are expected to be extensively used in governance, and the policy will establish frameworks to facilitate this. They can be deployed for pollution control by spraying mist in high-pollution zones, and additional departments are expected to participate in the initiative as discussions continue.

The policy will also define no-fly zones and require the registration of all drones operating within the city. A unique identification number system may be introduced to maintain a comprehensive database of drones in operation.
