Lucknow Police Turn to Drones to Monitor Kite-Flying Hotspots

In a strong technology-led move to tackle the rising danger caused by illegal Chinese manjha, the Lucknow Police have started using drone surveillance to identify, geo-tag, and monitor kite-flying hotspots across the city.

The initiative was launched on Monday after a tragic incident involving the death of a pharmaceutical company sales executive, along with multiple cases where pedestrians and two-wheeler riders suffered serious injuries due to contact with razor-sharp kite strings.

Drones Deployed to Identify High-Risk Kite-Flying Zones

According to Deputy Commissioner of Police (West Zone) Vishwajeet Srivastava, the West Zone was selected for the pilot project because it recorded the highest number of kite-flying incidents.

“Most kite-flying activity takes place in areas under the West Zone. To effectively monitor these locations, we decided to use drones for aerial surveillance. The drones help us geo-tag active locations, after which police teams are dispatched on the ground to inspect the type of manjha being used. So far, we have identified and geo-tagged around 20 such locations,” he said.

Overcoming Ground-Level Enforcement Challenges

Police officials explained that one of the biggest challenges in enforcing the ban on Chinese manjha was accessing rooftops, terraces, and densely populated residential areas, where kite flying usually occurs.

With the help of drones, officers can now scan elevated spaces using aerial imaging technology. The system allows them to identify kite flyers, monitor their activities, and capture clear digital evidence, including the use of banned synthetic or metal-coated manjha.

Advanced Drone and AI Technology in Policing

Milind Raj, a drone and AI technology specialist who supported the Lucknow Police during implementation, said the system was specifically designed to assist law enforcement in detecting violations that are difficult to spot from the ground.

“This solution uses a combination of hybrid imaging sensors and a ground control station. It has been developed to help authorities take action against individuals who flout the law,” he explained.

According to Raj, the deployed unmanned aerial vehicles (UAVs) have a monitoring range of more than 8,000 metres and can operate at altitudes exceeding 850 metres. Equipped with high-powered zoom cameras and precise location-tagging systems, the drones can accurately identify violators and transmit real-time coordinates to ground teams.

Two Types of Drones Used for Faster Response

The police have deployed drones in two different configurations. One is a large surveillance UAV designed for continuous monitoring over wide areas.

The second is a compact, high-speed drone capable of flying at speeds between 80 and 100 kmph. This allows police teams to reach identified hotspots within minutes, enabling swift action.

Geo-Tagging to Enable Predictive Policing

DCP Srivastava added that geo-tagging active kite-flying zones would help authorities build a permanent database of repeat locations. This data will support predictive policing, quicker raids, and sustained monitoring, especially during festival seasons when kite flying peaks.

Strict Legal Action Against Violators

The Lucknow Police have issued a strong warning that the use, sale, or storage of banned Chinese manjha will invite strict legal consequences.

Officials emphasized that with technology-backed enforcement now in place, offenders will find it increasingly difficult to evade the law.
